[7.490][DUPE][ACK] Wrong number of restarts

I just installed the new beta and my machine was restarted twice. Once before applying the update and then the auto restart after the update. My executive report is showing 4 restarts[:S]

I know its a minor bug but I don't understand how these bugs keep coming up when we are so close to the GA release and they weren't present before.
