[7.480][DUPE][NOTABUG] DNAT of SSH does not work

I have a DNAT of SSH to a machine on the inside that worked on 7.405, but after upgrade to 7.480 I get this:
13:34:48  SSH connection attempt  TCP xx.xx.xx.xx:42076 yy.yy.yy.yy:22 [SYN]  len=60  ttl=55  tos=0x08  srcmac=00:00:00:00:00:00  dstmac=00:zz:zz:zz:zz:zz

I even created a explicit packet filter rule to allow ssh to the inside machine, but no change.
