[7.460][DUPE][FIXED] transp proxy terms of use can't be accepted

The transparent proxy with authentication does not login any user. After filling the credentials, the systems shows a Infobox with following text.
"Please accept Terms of use first!"

Well there are no Terms in the login windows.
What does this message mean?
