Actually the error is related to a new box in webadmin. If you leave terms of use blank (its blank by default) you will get the error mentioned above. It works fine if there is some text in there. So the solution is to add some generic terms by default maybe?
By the way, its under Management-->Customization-->Http/s Proxy-->last item terms of use. Screenshot attached
