This is indeed notabug. It would be illogical to create a time definition that crossed over from one day to the next unless one could also specify the beginning and ending days of the week. This is by-design and is not incorrectly conceived.

As Ian said, the error the other thread found was that he should have gotten the error message you saw; his attempt to define a start time later than an endtime should not have been allowed.
