[7.450][BUG][NOTABUG] http proxy doesn't catch all traffic (downloads)

I am seeing different results from 2 url for the same file being handled (or not handled) by the proxy:

first url: Download CCleaner 2.20.920 - FileHippo.com
Then click on "download latest version" which translates to url: Download CCleaner 2.20.920 - Download - FileHippo.com

it is being handled by astaro proxy and it fails as reported here "[7.450] BUG: All downloaded .exe files gives "File not Found"

second url: http://download.piriform.com/ccsetup220.exe
this is the same file but alternative link provided, this one is able to be downloaded by the browser and bypass virus scanning.

Is this normal?

When calling the first URL you receive a redirect that triggers
the URL parser bug. By passing the url directly you circumvent the issue.
