...for blocking file extensions couldn't be saved, only canceled.
I named it "Extensions" with mode "Allowed by default" and Treshold "Off". No categories, sites or URL's blocked or allowed. I didn't blocked MIME types too. AV is disabled and content removal is deactived too.
If I choose AV too, I can save the filter action...
Should be corrected.
Btw.: Same with blocking categories and so on... With AV enabled it can be saved.
