[7.450][BUG][NOTABUG] Reputation URL Filter behaves strange

The new reputation blocking seems only to block images on blocked pages.
"Block URLs with a reputation below" set to neutral. My 'test site' TPB was not blocked. If I removed reputation blocking the site was blocked as normal.

Can't duplicate, maybe this is browser cache issue?
If not can you please reproduce and post the relevant http logs. Thanks.
