[7.450][BUG][NOTABUG] (unaddressed from 7.4): IPS rules can't be set to not notify

This minor glitch continues.  I don't know if notify is really not off; maybe the display of the 'modified rule' is just incorrect.

Also, while you're working on this...

If you disable a rule, then decide you want to edit it to enable it, the attached appears.  The choices should be relabeled to 'Enable with notifications' and 'Enable without notifications'

    Thanks, nitehawk.  I meant that it was possible, in the attached example, that notify really is "off" for rule 2515 - that the display is incorrect.  I did not test to see if I would receive a notification when the rule was triggered.

    None of this works at all.  If you disable the rule, notify is set to off, and you can't change it to on.  If you enable the rule, notify is set to on and you can't turn it off.

    If the options don't work, we should at least change the interface to set customer expectations.
