[7.450][BUG][NOTABUG] MS Update won't work in transparent proxy mode

the default settings for MS are that it doens't scan for extensions and AV but it seems that it blocks the .cab from MS when you search for updates.

My settings are shown in the attached screenshot

Due to clearness reasons I've set this to status "not a bug" since ee-tra gave the right explanation.
