I saw your message and tried directly.
I don't have this issue. HTTPS proxy was on since yesterday evening, and I disabled it. The green status message was displayed, and I was able to switch to eg the HTTP proxy profiles, the dashboard, ... without any troubles.
I have an AMD 2400+ with 512MB DDR400, 4 NIC's and a 80GB IDE disk, running 7.380.
