The problem is Skype is highly adaptable and not predictable in the ports it uses. This really has to be done at the application layer of the ip protocol
yes this is complex, but the good news are, we already have that. If you go to the QoS Section you will find a Skype traffic selector, which is bound to the Layer7 detection engine which you can use to limit or prioritize skype traffic.
