[NOTABUG] [7.380] Cosmetic dashboard display issue

Under Resource Usage, the bars are no longer colored as a visual representation of usage levels.
 
I spoke a bit too soon.  Everything is fine using FireFox 3.0.4 and IE7.  This issue only affects the IE8 beta.
