[7.360] http proxy will not start

I'm getting one of these every 32 minutes or so:

Those are the only logs I could find.

This did not occur when I initially installed 7.360.  It began happening when I stopped using an Ethernet Standard interface and started using an Ethernet VLAN interface.  Not wholly sure it's related yet.
