[7.250] Uploading License seems to fail [NOTABUG]

I've backed up my 7.201 config...

then installed new 7.250 from scratch... restored my backup, then tried to update my license but fails telling "Please upload a file first." whereas I did click on yellow folder to upload my license file and clicked on start upload file as usual.. but when clicking on apply it is still complaining about "Please upload a file first."

edit1: for info I'm using Firefox 3 under linux
edit2: get same problem using internet explorer 6

    2 colleagues tried this here and it works fine for us, also after a factory reset. Not sure what is happening here.

    Please try a fresh install with the next ISO we put out, if that issue persists we'll take a closer look.

    this occur on 2 differents install... I can provide webadmin access if required...
