OSPF not running / Very High CPU

Whereas the ospf daemon isn't running, i received 7* the following info 143 mail :

OSPF daemon (quagga) not running - restarted

Maybe the problem is linked to the afcd daemon and the memory : the daily report show that several time the test box hit swap and memory full !!!

I'm unable to connect in webadmin : it is stall at "connecting to back end" since 5 minutes... and a ssh connection is slow, slow slow...
 i sucess to login but i took 10 minutes : the hog is pfilter reporter.pl !!!!!!!!!!

Noticed that everything is stall, including web proxy etc ...
