HTTP Fallback action

I finally figured out that I can assign multiple filters to one http profile, and actually think I understand what I am doing in there.
Scary....

But, I don't understand " when " the " Fallback Option " will be applied.

As I understand it, when some user/computer/network makes a HTTP request, it starts dropping through the HTTP profiles in order and is assigned to the first HTTP profile that matches the Source networks entry.

It then starts going through the filters, which I can only assume acts the same way, meaning it uses the first one it matches.  As far as I can tell, the filters have to be different time events or it will always use the first one in the list.

Assuming that the filters have all the time periods for the day covered, at least one of the user specified filters will be applied.  As an example, here is the one I am using at school:

Weekends       -      00:00 - 23:59 Sat/Sunday
Before School  -      00:00 - 07:00 Mon - Friday
After School    -      17:00 - 23:59 Mon - Friday
Lunch             -      10:40 - 13:10 Mon - Friday
Main               -      00:00 - 23:59 Mon - Friday

Since every time period is covered, would the the HTTP Fallback action ever be used?

Sorry if this is long and drawn out, just trying to get a real world example of how the HTTP profile is supposed to work.
