I am seeing an issue with Quarantine Manager having an issue with quarantine manager connecting to the database. It will just spin saying connecting and not come up. I have left it trying up to a half hour. I reboot the server and it comes right up. There are not a lot of spam messages in it when it happens. I have seen this happen multiple times.
