[7.075] Adding additional address on an interface restarts all proxies [NOTABUG]

When creating an additional address, once you apply it/enable it, all proxies are restarted. Socks/SMTP/HTTP.

Not optimal because if you are running at high load for some reason, it could take a moment or two to finish restarting the proxies.

Is it really needed to do this just for an additional address creation?

This is reminiscant of the days when creating IPSEC connections would reset all PPTP connections.
