[7.075] Exceptions disappear when deleting one of them [EVAL]

2 bugs:

1, after boot up, proxy fails to allow access to any websites, get a categorization error.  One has to stop and start the HTTP Proxy to fix that.  Reproduced it on 2 installs. (both were 7.011 installs up2dated to 7.075)

2, If one removes an item from the Exceptions tab (under Web Security, HTTP), all items "dissapear"... tabbing to another page then back restores the remaining items.  This is on IE7.x with all patches.

Everything else is looking pretty good so far, except for the "different" fonts, etc. I'm seeing.
