[6.819] SMTP Proxy

I am having an issue where messages are not making it through the SMTP proxy unless I manually 'restart' the proxy by going to the Global tab and clicking 'Apply'. This is very troublesome as I need to do this on a regular basis to allow messages through. Below are the log entries in the exim.log file before and after hitting apply. Is there a fix for this? If not, what should I put in the crontab to have it do this for me automatically?
