Enable Content Filtering, HTTP Proxy refuses any connection. Disable Content Filtering, HTTP Proxy working normal.
AFAIK, I have the default settings on Content Filtering, as I was running without it prior to testing the Beta. Been playing with the settings in Content Filtering, but have not found any specific setting that is causing the shutdown.
