Because there is only one "Load Average" for the system. The load average is based on the length (number of processes except the current one) of the queue with all processes in running state running on all CPU's.
But we might be working on a new graph considering the CPU usage, which reflects the CPU idle/user/system times for every CPU separately [;)]
