QoS rules, file location?

OR, if I just run it will the settings stick? (I tried a firewall script that I had assembled through the years from when RH was doing router duty and Astaro would just nullify all iptables commands after a short time)

Or even better, is it possible to make the settings stick w/o them being seen in QoS config? (optimal)

c'mon guys, someone must know which file loads the QoS rules...

This maybe a stupid question but I will learn from it.
What exactly do this modified lines of qos code do? 

Have you had any success with it?
