Make a permanent change in crontab

i'd like to make a permanent change in the file /etc/crontab like this :
1 * * * * root /bin/perl /bin/mail_external_ip.pl

But if i edit the crontab with vi, add this line and restart the Firewall, and make a cat on the crontab, the line has desapered.
