Bandwidth throttling per interface with IPSEC?

I noted that in beta version 3.0.20 that you can now specify a bandwidth allotment for ethernet interfaces. 

Will it be possible (or is there a way) to implement such a thing per VPN tunnel? 

For instance, our company is providing VPN tunnels as a service provider to various clients, however we have limited internet bandwidth at the time. We'd like to limit the amount of bandwidth per VPN tunnel which the client can consume in order to ensure quality service for other customers. 

Any thoughts?
