notification dependent on DNS/SMTP???

Hi, I turned off the DNS proxy and the SMTP proxy, and I don't seem to getting notification mail anymore.

Is that correct?
I didn't see any mention of this in the docs.

Also, messages from notification seem to be piling up in the queue even though smtp isn't enabled. ISTM that this could lead to a DISK FULL condition.

I'm running 1.9
