How to lock static IP address go to internet ?

Could you explain what you mean? Are you using the XG as your DHCP server and you'd like your device to have a static IP?

Or do you mean, you'd like to assign your WAN link a static address?

I want to lock users which user static IP in LAN so they cannot get in internet.

You may create a LAN (focus the Static IP) to WAN drop rule above the default LAN to WAN allow rule.
