Why is STEAM/VALVE being represented as MALWARE communication?

Here is from my Malware Log:

SAVI is reporting that file as being corrupted/unscannable. Note that the status_code is 500 (error) not 403 (block).

Go to Web \ General Settings \ Action on Malware Scan Failure.
