Download/upload speed drops after enabling TCP flood

XG SFOS 17.0.2 MR-2. After enabling TCP Flood, the download and upload speeds drop to around 124 Mpbs. There are also a lot of dropped packets on both source and destination. The packet rates are the default and cannot be increased further. When TCP flood is disabled, the download/upload speed is 850 Mbps. Is this normal?
