Block Downloads is not working

hello every one

i hope you all doing great

iam trying to block downloads of EXE files in my test environment but i got lucky with some sites and other not

iam testing it with one rule to allow internet to everything and applying web filter and application filter to block EXE downloads

and as i said it is working with some web sites and other are not

here are the screenshots of my configuration

and this is Application control rule with Template "Allow All"

beside that downloads from filehippo are not blocked and micrsoft  also

anyone got any idea about the problem ??
