Peoblem with Masquerading in NAT

In firewalls that have multiple gateways, from version 17 I noticed that the order set in a Firewall rule (Primary, Secondary) is not respected.
For example, if in an outbound traffic rule, it is required to use GatewayA as primary and GatewayB as secondary and Gateway A is "UP"; traffic is routed through Gateway B. At this time, to avoid the problem, I don't set up the secondary gateway. Others have noticed this?
