Shaping / QoS statistics

Someone mentioned that the reason there is no facility to configure the bandwidth of the physical links (without which QoS is impossible) is because XG figures this out by itself. Is that really the case? And if so, where can I see this determination? The head qdisc appears to be configured with 16Mbit/second on a link I know to be 10Mbit/second, so if this is what is driving the QoS it would explain why users are continually complaining about poor performance as soon as a large download starts.

Also, is there any way to get the stats on the various shaping classes, apart from using tc?
