captiva portal for another interface using vlan and violation firewall

How to enable captiva portal for another interface using vlan?
What I've Done:
1) I accessed Administration> Device Access> and enabled the captive portal
2) Added VLAN> Configure> Network> Interfaces
3) I created a firewall rule (Print from the attached rule)

I noticed in Packet Capture that you are having rules violation issues. How to solve this question? Follow the attached print.
