Does UTQ block user ?

Hi

I active in my access internet rule a identity matching,i discover i have a user get a value 100 for UTQ  and now this user can't access to anything on internet.

Sometimpeafter in the day i have oter user can't do anything too

I disable identity matching and all is good now

 

Someone can explaine me  UTQ ? i read file and forum but i don t see users are block when they reach a high level of UTQ value ?

    Ok i think i find some way

     

    If i activate Match rule based on user identity, and i choose all users, does anonymous users can't match the rules ?

    I think user can't have access to internet when i do that cause STS don't find user on list, so i need to search why some users not detected
