Can't get to https://172.16.16.16:4444 on 16.05.7

I've done this lots of times before with different versions. Today I'm doing a test of 16.05.7.

I downloaded the software version, installed it on Hyper-V, and can't get to https://172.16.16.16:4444. I can ping, so I know that L3 is correct, but can't get via web interface. tcpdump on the sophos shows that a tcp connection is hitting the sophos but not connecting.

I then tried the hyper-V version, but it gives the same problem.

Is this a known issue with 16.05.7?

How can I download an older version to test?
