Traffic Shaping - Limit Bandwidth

My goal is to limit the amount of internet bandwidth utilized by my guest wireless.  I have created a zone for only guest wireless access along with the corresponding firewall rule wireless zone > WAN.  Today, I created a traffic shaping policy that is intended to only allow 10MBps to be used for all clients in the guest wireless zone collectively.  The traffic shaping policy looks like this:

Policy Association: Rules

Rule Type: Limit

Limit Upload/download separately: disabled

Priority: 7-best effort

Limit: 10000

Bandwidth Usage Type: shared

 

I've applied the policy on the rule.  I'm watching the bandwidth monitor via CLI and the interface for the guest wireless is regularly exceeding the limit I placed in the policy.  I realize not all of the traffic on the interface may apply to the rule, but the vast majority of it should be from client to internet and therefore subjected to the firewall rule.

 

any advice on how to verify the bandwidth limit is working properly?  anyone see an issue with the policy I created?
