Config the limit bandwidth in EACH IP

Question

Please help me how to config the limit bandwidth in EACH IP (same as speedtest.net)
Example: I config the limit bandwidth of IP A is 2M. Mwhen we test in speedtest.net, the limit download/ upload of IP A is 2M.
I tried with Users Rules Web Categories Application with it does not work.

 Refer the two KB articles below and set the rule type to Guarantee that tells the XG to allocate the guaranteed amount of bandwidth and can draw bandwidth up to the defined L imit , if available.
