XG v16 - Drag to reorder rules ... doesn't?

Question

I'm sure this is simple - I have a brand new XG v16.05.6 MR6 deployed in a VM - I'm planning to migrate a test firewall and ruleset to it. I've created the first three rules (because 2 years later there's still no migration tooling) and for the life of me I can't order them properly. 
 I click the "Move" icon on a rule: 
 
 OK that seems reasonable. Click and drag the rule - it selects text, or collapses the rule again. Must not have grabbed the right element. Repeat. Can't drag the icon, the header, the coloured bar, the collapsed or expanded rule, the icon, the heading ... 
 So can someone rescue my remaining braincells and explain, preferably in words of one syllable, how to reorder rules? 
 Edit: Wait ... it looks like it doesn't work in Edge, it doesn't work in Firefox. But it does in IE!?

David, what browser are you using? 
 In order to move a rule, click on the drag icon and then you will see a cross appearing that allows you to move the Rule up and down.

It just occurred to me to try something old and broken, so I stopped trying Edge and Firefox (both current) and tried IE. That works .. but is not ideal obviously :)

whenever this happens to me, i refresh the page and then it would be back to normal again.
