Are you experiencing the issue for some sites or some particular ones? Please follow the guidelines the troubleshoot this issue.
Create a rule on the top most position for a single host address you wish to test with the policy Allow all on both Application / Web filter and IPS set to default.
If resolved, you may need to check the Log viewer using the URL and the host address of the website to identify the component responsible for it. If not you may check using None Policy and test the website again.
If not you may check using None Policy for Application/ Web filter and test the website again. If it resolved this issue, you may check if scanning is the cause or not. If so then you may add a bypass for this website or create an FQDN rule . as per Kb article https://sophos.com/kb/123035
The next step is to check if it really works with your ISP , as you have checked with another ISP i.e. Dongle that does not mean the primary ISP is out of the equation. If it works please port the packet capture of the traffic with the website.
Command in the console using SSH or Telnet.
