Allow only certain web filter categories on a backup gateway?

Hi everyone,

I have a 4g cellular backup router attached to my XG firewall as a backup WAN link.  I don't have much data on the associated data plan, so I was hoping to find a way to tightly restrict what is accessible to my users when the backup is active.  For example:  only allow access to Office 365 and associated domains when on cellular backup, blocking high bandwidth sites like youtube (which should be allowed when on the primary gateway). 

I've tried adding a new rule (above the main web policy) with a new associated policy for just Office 365 (Primary gateway: unmetered connection, backup: 4g cellular), but having to put a default action in the web policy pretty much makes this fail to work properly.  

Any other ideas?  I would think this would be a common scenario.  I wouldn't want my users to keep streaming youtube when the failover happens (but I definitely want business apps like Office 365 to keep being accessible), especially since there is no indication to the user that they are now on a different ISP link.
