To add to what Luk said, to apply bandwidth restriction on a range of IPs or a subnet you can do the following:
Go to Hosts and Services -> IP Host
Here define an IP, network, Range of IPs or a List of IP addresses you want to apply a bandwidth restirction (or any kind of restriction, like application control or web filtering, to)
For example you define an IP range and name it as Example as follows:
Now go to Firewall and add a User/Network Rule:
Source Zone: LAN
Source Networks: Example (the IP Range you created in the previous step)
Destination Zone: WAN
Match Known Users: Uncheck
Traffic Shaping Policy/Web Policy/Application Control: Select the policy you wish to assign this IP range
