Having issues w/ traffic shaping on a network rule & an application rule

I'm using traffic shaping for VoIP w/ Nextiva. Here's what I have as my top rule:

Source - LAN, source nets - LAN object, when = always. Dest = WAN, Net = Nextiva, svcs SIP, SIP2, ANY rule (modified)

match : off

Shaping: Better VoIP rule, rewrite masq, log traffic OFF (hoping for performance). The TS rule is Rules -> Guarantee -> enable -> 10,000 - 11,000, 50,000 - 60,000, shared

 

I have a separate app rule for HighTail

Source - LAN, network =  ANY, dest WAN, dest net any, app control -> Hightail limiting, tick the boox for 'apply application based traffic shaping'

in applications -> traffic shaping default -> file transfer -> Hightail I have my hightail limiting rule. Rule is set in app filter -> apply hightail rule -> application = hightail, action = allow, can't find exactly where I put the bandwidth limit in there. Just curious if I'm missing things or not. Thanks in advanced for any help.
