Cant find Bandwidth Source

I have a problem whats using up bandwidth on my network,

1. I have multiple users logged in and in the Live Users section it shows that one user is using up 18Mbps of bandwidth but when i check in the live connections sections for that IP that the user is logged onto it shows very little activity. 

2. I know that the bandwidth being used is for real because on speedtest i get lower speeds and when i logoff that user the bandwidth goes back to normal.

3. So what other ways are there using the xg diagnostics tools so that i can find out where the bandwidth is being used?

4. I have a Traffice Shaping policy for that user set to 3Mbps but that pc always ends up using all the available bandwidth. I have done a malware scan using Malwarebytes and that shows no infections, and windows update is disabled.

    If the user exceeds the defined limit in the traffic shaping policy then check what rule type is defined in the traffic shaping policy. Set it to "Limit".

    • Limit: In this type of policy, the user cannot exceed the defined bandwidth limit.
    • Guarantee: In this type of policy, the user is allocated the guaranteed amount of bandwidth and can draw the bandwidth up to the defined Limit, if available.

    Even the bandwidth usage type has to be correctly defined. 

    • Individual: Allocated bandwidth is for the particular User/Rule/Web Category/Application only.
    • Shared: Allocated bandwidth is shared among all the Users/Rules/Web Categories/Applications who have been assigned this policy.

    Alongside, the Live User section will show a cumulative value of a total bandwidth consumption by the user and the live connection will display the live connections report and real-time statistics of the network traffic.
