SSLVPN blocked by local ACL

we're facing a problem with SSLVPN on a XG firewall version 16.05.04 MR4

SSLVPN stopped working and we see that the firewall blocks connection to port 8443 "by local ACL"

How can this be? How can we solve it ?

I tried to create an explicit rule to allow that traffic but fails
