WAN Rate Limiting

Question

I am connecting my XG to a DMZ where i pick up my WAN. 
 My WAN is 40mbps but i only want the XG WAN to have maximum 19mbps. 
 I've tried the traffic shaping under system and services and on both the options, they dont seem to affect the global policy.... is there a guide on implementing this?

Hi Grant, 
 Enable Enforce Guaranteed bandwidth, and define the values in the Default Policy. It will be applicable to the traffic which does not have any Traffic Shaping Policy applied.
