randomly user get unable to handle request

I fix it by disable IPS Service but what go wrong i can't use IPS i didn't use it at any roles in firewall.

can anyone explain how to use it without blocking internet access?

Also, what IPS profile are you using inside the Lan to Wan Fw Rule?

Could you access your log viewer after starting the IPS service and post the logs shown on our IPS logs. I would also need to check which policy was applied on the firewall rules. Could you share some snapshots with your findings and your configuration?
