Site to Site IPSec VPN does not properly autostart on device reboot/power-cycle

I have IPSec VPN connection between offices, IPsec policy configured to re-initiate when peer unreachable and unlimited re-keying.

After device re-boot/power-cycle VPN looks like up (green status) and connection looks like established according to IPSec logs,

but no IP reachable and no PING,  though after i manually re-start VPN connection everything works as expected.
