I'm trying to set up a vpn connection between two xg. both firewalls have a fixed ip address and do not need nat.
both policies are 100% identical, however, i cannot establish a connection.

Verify the local and remote network subnets on both the end. Are they correctly defined ?
Next, show me the logs for IPSec inside the log viewer. How the mouse on the log line see wat message comes up.
Finally, take a tcpdump on port 4500 and proto 50 and let me know if the traffic reaches both the ends.
