How can I apply email banner to outbound SMTP only?

On our main HA firewall pair we are running 16.01.2 and the email scanning is set to MTA mode

 

If I go to the PROTECT/Email/General Settings to set a banner as below:

 

I can type in some text and enable it.

It applies to all outbound messages as expected, but also applies to inbound messages!

Has anybody else experienced this?
